]]> ICE Statement https://quarryvilleborough.com/2026/02/ice-statement/ Tue, 17 Feb 2026 12:19:55 +0000 https://quarryvilleborough.com/?p=6604 Qville ICE statement_JC approvedDownload ]]> Snow-Here’s the Scoop https://quarryvilleborough.com/2026/01/snow-heres-the-scoop/ Wed, 21 Jan 2026 14:45:49 +0000 https://d7fa3e2781.nxcli.io/?p=2493 The Borough has Ordinances (Laws) that govern the removal of snow and ice on sidewalks.  These Ordinances are available online on our website under the e-code tab.  Look for Chapter 350, Article 5, “Maintenance of Sidewalks; Removal of Snow and Ice”.   To sum up the Ordinance- Snow and Ice is to be removed within 24 hours after the snow has ceased to fall.  The cleared area of the sidewalk is to be a minimum of 3’ in width.  If the snow has ceased to fall between dusk and dawn, the 3’ pathway shall be cleared prior to 10:00 AM the following day.  A really important part of the Ordinance is that you may NOT deposit snow on or against a fire hydrant and you may NOT deposit snow onto the public roadway. If the snow/ice becomes compacted or cannot be removed without damage to the sidewalk, you may place sand, salt or another abrasive substance on the walk to make pedestrian travel reasonably safe and then as soon as weather permits, clear the 3’ pathway for safe travel.  The Quarryville Borough Police Department has the authority to enforce this Ordinance and fines start at $75.00.

Please remember to clear your walk of snow/ice so that postal workers and others who need to use the sidewalk can safely walk around the Borough.  Many residents walk more frequently during heavy snowfalls to get to the store, bank, etc. and rely on safe walks.

Our Borough Maintenance staff works hard to clear our Borough streets during and after snowfalls.  Please remember to give them clearance while they are doing their job.  Our goal is to safely and efficiently make the Borough streets safe for travel.  Please remember that it is nearly impossible to provide completely clear roadways while snow is falling and drivers should use extreme caution during these times.  Our crews apply melting products as snow begins to fall and then plow at the appropriate time. Rain didn’t dampen the excitement of connecting the Borough’s downtown to the Enola Low Grade Trail. This project was made possible by grant monies from the Lancaster County Commissioners (ARPA Funds), the Department of Conservation and Natural Resources and the Department of Community and Economic Development. There are a few remining items to be completed including serpentine gates at the lower end of the trail for safety. SLC Excavating was the general contractor and they did an excellent job. Come out and enjoy easy access the the Trail!

The 5.5′ wide asphalt pathway connects Fritz Avenue to the library sidewalk. Those riding a bike on the pathway should be aware and yield to pedestrians on the pathway. Thank you to Keith Campbell, developer of Hidden Valley, for funding the project and to landowner Blake Huber for agreeing to an easement across his property for the pathway. This project was on the Borough’s Official Map and also was listed as a project on our Active Transportation Plan.

The Borough Authority recently awarded a construction contract to replace an aging water main and service laterals on Maple Avenue. ]]> Borough Awarded PennDOT Green Light Go Grant https://quarryvilleborough.com/2024/08/borough-awarded-penndot-green-light-go-grant/ Mon, 05 Aug 2024 14:58:28 +0000 https://quarryvilleborough.com/?p=5581 The Borough has received notification that we have been awarded a PennDOT Green Light Go Grant in the amount of $77,447.20. This grant will assist in funding the technology upgrades to the traffic signal at the intersection of S. Church St. and Fourth St. The upgrades consist of the installation of a stop bar radar detection system, Type 2 mounting control box, backplates with yellow retroreflective borders and an optical preemption system for emergency responders. This is a much needed upgrade to this intersection. The total cost of the project is estimated at $96,809.00. Project completion is estimated to be August 2025.

Funds were made available via the Multimodal Transportation Fund and allocated by the Commonwealth Financing Authority, which provided the borough with approximately $1 million in 2021 for the project. We are very appreciative to Leader Bryan Cutler and Chairman Scott Martin for securing additional funds for this critical and long-planned project.

After surveying residents on these streets, the Borough made the decision to install speed humps to slow traffic speeds down. There will be 3 speed humps on Stanton Road and 2 speed humps on Fifth Street. There will be signage at the speed humps warning drivers as well as road markings. The maintenance department is coordinating the signage and markings. Motorists should be aware of construction/road closures in these areas. It should be noted that these will be speed humps NOT speed bumps. The speed humps are 4″ in height at the center and are 12′ in length. We anticipate higher volumes of traffic on these roads due to the changes at the west end of the Borough and want to provide residents with safe streets.

The connector trail will allow visitors to enter the Borough as well as provide access for residents to enter the trail off of North Lime Street. The connector trail will allow access by persons of all abilities as well as provide a very attractive entrance area with signage and native plantings. The Lancaster County Commissioners had previously awarded $150,000.00 for the project. This DCNR award will bring the project to nearly 80% funding. The Borough anticipates the project to begin construction in late 2024 or early 2025.

The monument was delivered and set on May 26 and was dedicated on Memorial Day. The event was well attended.

The Borough has completed a new mini-trail along the stream in Memorial Park. The trailhead has a pollinator garden and educational signage explaining what a riparian buffer is. The trail proceeds upstream approximately 300′ with 5 stops along the way explaining the benefits of the tree and shrub plantings along the stream. Thank you to the Stevens family of Quarryville for volunteering to help plant the pollinator garden at the trailhead as part of Abby Stevens Girl Scout project! Thanks to the Lancaster County Community Foundation and Lancaster Clean Water Partners for funding this project.

The grant will be used to purchase Holiday Banners to be placed along Borough streets, complete a mural in Huffnagle Park, and purchase an outdoor bulletin board to be placed outside the Municipal Building. The banners have been purchased and have been placed along Borough streets. The mural will compliment the existing mural on the rest rooms/bandstand building in the park. The mural on the north and east side of the building was completed in 2020 utilizing a grant from AARP. The new mural will be on the south side of the bandstand where concerts take place and will be music or arts theme and will be completed in the spring of 2022. The outdoor bulletin board will contain information related to civic events that are affiliated with the Borough. Our heartfelt thanks to the Land O’ Lakes Foundation.

Active transportation is any form of human-powered transportation that promotes physical activity, including walking, running, bicycling, as well as access to public transportation and users of mobility devices.

The Plan is intended to:

  • Identify and prioritize improvements to pedestrian, bicycle, and public transportation facilities in the Borough
  • Address community health and economic development
  • Recommend actions, strategies, and potential funding sources to implement prioritized pedestrian, bicycle, and public transportation improvements

The grant award is from the Lancaster County Community Foundation and Lancaster Clean Water Partners in the amount of $5323.00. The trail will be a short educational trail along the stream in Memorial Park and will consist of a small pollinator friendly entrance garden and will contain educational signage at 5 additional ‘stations’. The signs will explain the benefits of a forested riparian buffer along the stream. We expect the mini-trail to open in spring of 2022. On March 1, 2021 the Borough passed Ordinance #443 which adopted our Official Map. The Official Map is a tool that identifies the geographic location of proposed streets, waterways, parks and other facilities in a municipality. There are many reasons to adopt an Official Map. Here are a few: It helps make good use of local resources, It helps manage community growth, It provides predictability and stability, It encourages community participation, and it supports local project grant applications. We had a committee of residents to provide input for the Official Map and are grateful for their participation. It took about a year to complete the Official Map. Many thanks to Dave Magill for his mapping skills to actually create the map!

The rotating trophy was presented to the Department on February 11 from Millersville University PD who won in 2020. Officer Cheryl Thompson spearheaded the effort to bring the trophy to Quarryville. The sign was awarded to the Department under the ATS Gives Back Program. The sign is another tool in the Department’s arsenal to slow drivers down and make the Borough a safer community to live in. The Department will move the sign to various locations in the Borough. Thank you to All Traffic Solutions for this generous donation.

One of the AEDs has been installed in the Municipal Building and three are being used as mobile units for each of the police vehicles. The Municipal Building never had an AED and the police vehicles used to have AEDs but they were outdated and in dire need of expensive repairs. These AEDs could not have come at a more critical time as there are times that police officers arrive at medical emergencies prior to EMS. The Department had been borrowing AEDs from other sources. A ‘heartfelt’ thank you to Penn Med-LGH!!
